City Council Meeting January 12, 2021

The City Council met via Zoom on January 12, 2021.  Attending the meeting was Mayor Countryman, Councilmember Langley, Councilmember Lacy, Councilmember Wilkerson, Councilmember Davis and Councilmember Cronin.

During Citizen’s Forum, Mr. Nathan Moxley spoke.  Mr. Moxley is the Secretary for the Board of Directors for the Montgomery Little League.  Mr. Moxley stated during 2020, over $100,000 was invested to improve the complex at West Montgomery County Park.  He asked all members of City Council to show support for the kids, by attending Opening Day on February 27th, at 9:00 a.m.  Mayor Countryman was asked to throw out the ceremonial opening pitch. 

Council entered into an Escrow Agreement with the Panda Restaurant Group, Inc for a Panda Express to be built next to the Starbucks location on Highway 105.

The City is required to hold a Public Hearing to review the Juvenile Curfew Ordinance every three years.  It was last reviewed in 2018.  This review is to determine whether the City will abolish continue or modify the ordinance.  City Council scheduled a Public Hearing to be held on February 9, 2021.

The current Juvenile Curfew Ordinance states anyone under the age of seventeen has a curfew from 11:00 p.m. until 6:00 a.m. on Sunday, Monday, Tuesday, Wednesday, or Thursday; and from 12:01 a.m. until 6:00 a.m. on any Friday or Saturday.  Violation of the curfew could result in a fine of up to $500.

The City Council approved annexation of land into MUD #160.  This annexation avoids the developer having to install an unattractive trailer in direct view of Waterstone in order to complete the requirements for the MUD.

City Council approved for the adoption of the ordinance calling for the May 1, 2021 election to elect three City Council members.  Those members whose terms expire on May 1st are Carol Langley, T.J. Wilkerson and Tom Cronin.

City Council approved adding Councilmember Lacy, Councilmember Langley, Councilmember Wilkerson and Councilmember Davis to the City banking account signature cards.

City Council agreed for City staff to bring a proposed update to the City Code of Ordinances pertaining to alcoholic beverages.  Currently the ordinance allows the public to walk with alcoholic beverages in a defined area and during specific times.  City staff has been working on a proposed change allowing for a larger area and extended times.

Councilmember Davis asked for Public Hearing before any decisions are made.  Councilmember Cronin disagreed.

The proposed updated City Ordinance will be brought back to Council on February 9, 2021.
